Summary of Position

Secto is an engineering and utilities services company, specialising in the design, build and maintenance of telecoms networks in Ireland. With a full-spectrum in-house design team and a highly experienced field delivery capability, Secto is well positioned as a tier one partner to telecommunications providers nationally. The company has a broad client base including Eir, Meteor, Vodafone, Virgin Media, National Broadband Ireland and Enet. The organisation is keen to expand into lateral markets, particularly into power and renewables sectors.  Additionally, investment and innovation in telecommunications globally is expected to intensify over the coming years, and Secto has a strong ambition to develop overseas markets to take advantage of these emerging opportunities.

Reporting to the CEO, the Head of Shared Services is a new position within the Secto organisation. It will be a key strategic role and forms part of the senior management team. The successful candidate will drive excellence throughout the shared service portfolio which includes Supply Chain Operations, Information Technology, Facilities Management, Fleet & Plant along with other General Administration.

The role will have particular focus on implementing systemization and digitization of the supply chain operation as Secto expands its geographic footprint nationally. Equally and as the company expands into new markets, the incumbent will ensure that the shared services function partners effectively with other company operations, is aligned to company strategy and will serve as an enabler of both growth and overall excellence in the delivery of services to customers.

 

Role Specifics

The following list of responsibilities, tasks and duties is indicative and not exhaustive: –

  • Responsible for the end-to-end supply chain. Implements modern supply chain systems of management, ensuring stock availability, management and replenishment processes are best in class, effective and optimised.
  • Ensures that supply chain function works in partnership mode with service delivery departments, with aligned systems, processes and delivery targets.
  • Optimise stock levels to ensure minimum cash is tied in stock (“WIP”), balanced against operational needs and requirements.
  • Develops a national supply chain approach, ensuring that regional depots (locations, size etc) are optimised to meet the needs of the service delivery functions.
  • Provides expertise in materials requirements planning, ensuring that stock requirements are effectively planned in advance.
  • Supervises the IT and Systems Development department, ensuring that the IT strategy and delivery model are capable of supporting the business effectively.
  • Challenges the status quo of IT infrastructure in the company and ensures that systems (e.g. ArcGIS ) are fit for purpose and have a robust development plan.
  • Partners with the Planning and Performance department, and in working with the IT manager, ensures that new systems requirements are met.
  • Expands the reach of IT support services to ensure that new market verticals are effectively supported e.g. power and renewables.
  • Responsible for Facilities Management. Ensures that a Facilities Management plan is developed to successfully support company operations and future growth requirements into new geographical areas.
  • Ensures that key company premises are fit for purpose and are upgraded appropriately where any shortcomings exist.
  • Works with the H&S department to ensure that company premises are compliant with all relevant regulations and statutes.
  • Manages all leases, rent agreements and other facilities / legal requirements (e.g. waste disposal) etc, arising from tenancy of premises.
  • Works with professional service providers to ensure that company premises are fit for purpose.
  • Responsible for company fleet consisting of approximately 120 vehicles. Implements fleet management routines to ensure the Secto fleet is up to date and at the same time is cost effective. Ensures that specialist fleet (rubber ducks, poling trucks etc) are effectively maintained in the interests of supporting poling operations effectively.
  • Supports the SMT with the overall management and coordination of additional shared service functions as may be required from time to time.

 

Skills and Experience

  • The successful candidate will need to demonstrate significant experience and expertise in supply chain optimization. This will include digitization and work process engineering.
  • Background in overseeing the deployment of systems will be beneficial.
  • Good general management or operations experience in a relevant industry setting
  • Experience in FM will be advantageous
